&lt;p&gt;In-person interaction-heavy environments like colleges and universities felt the unprecedented risks of COVID-19 acutely. Suddenly, student health and wellness was thrust to the forefront of campuses across the country. Most colleges and universities are continuing to navigate these new challenges on campus.&lt;/p&gt;
&lt;p&gt;The American College Health Association (ACHA)&#39;s survey, &lt;a href=&quot;https://www.acha.org/documents/ncha/Healthy_Minds_NCHA_COVID_Survey_Report_FINAL.pdf&quot;&gt;&quot;The Impact of COVID-19 on College Student Well-Being,&lt;/a&gt;&quot; found rates of depression sharply increased from fall 2019 to spring 2020, and more students than ever reported experiencing poor mental health. &lt;a href=&quot;https://www.nytimes.com/interactive/2020/us/covid-college-cases-tracker.html&quot;&gt;According to the &lt;em&gt;New York Times&lt;/em&gt;&lt;/a&gt;, as of December 2020, more than 397,000 COVID-19 cases and 90 deaths on campuses were reported since the pandemic began.&lt;/p&gt;
&lt;p&gt;With student mental and physical health increasingly at risk, many campuses are asking: &lt;strong&gt;how can we better address our student health and wellness needs?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style=&quot;font-size: 18px;&quot;&gt;&lt;strong&gt;&lt;em&gt;Start the Student Wellness Conversation Here&amp;hellip;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;If your campus has no student health insurance program (SHIP) or limited benefits, you need to start with the basics. Ask yourself the following questions to get a picture of your current and future needs:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1.)&amp;nbsp; &lt;/strong&gt;&lt;strong&gt;What are our campus demographics (gender, age, home zip/country, etc.)? &lt;/strong&gt;You need a clear picture of your campus demographics to gain quotes from health insurance providers who can offer cost-effective coverage for your campus. Gathering quality data is the first step to assessing and satisfying your campus health needs.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.)&amp;nbsp; &lt;/strong&gt;&lt;strong&gt;Do we want to offer a hard waiver or mandatory health insurance option for our student population? &lt;br /&gt;
&lt;/strong&gt;This essentially asks whether you want students to be automatically enrolled in a campus health insurance plan (mandatory) or if you&#39;d like to offer students the opportunity to provide proof of health insurance and, if not provided, enroll them in a campus plan (hard waiver).&lt;/p&gt;
&lt;p&gt;Your approach may depend on your student population&#39;s current coverage status, campus size or other factors. An experienced consultant can help you navigate your options to determine the best path for your unique needs.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3.)&amp;nbsp; &lt;/strong&gt;&lt;strong&gt;What services do we offer and how do we charge students for these services? &lt;/strong&gt;For many campuses, the Campus Health Center provides certain services to students. Some campuses bill students via ledger, while others do not. Some campuses want all health claims to go through a campus insurance provider, while others only run claims for services outside the campus health center. Work with a quality consultant to determine what works best for your campus environment.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4.)&amp;nbsp; &lt;/strong&gt;&lt;strong&gt;What are the needs of each student population group on campus? &lt;/strong&gt;Depending on the campus, you may have international students, graduate students, student-athletes or a large commuter population, among other significant student groups. How are each student group&#39;s unique needs the same or different from others, and how should you structure coverage and services to meet those needs?&lt;/p&gt;

&lt;/strong&gt;Many campuses experienced the pain of siloed communications during the early days of the pandemic. When all your resources aren&#39;t working together, you lose precious time and efficiency. An on-site coordinator or centralized health office can connect all your campus health resources to streamline wellness efforts.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4.)&amp;nbsp; &lt;/strong&gt;&lt;strong&gt;Do we understand and serve our campus needs? &lt;br /&gt;
&lt;/strong&gt;A recent HORAN student survey found that more students (54%) were interested in preventing or mitigating chronic diseases, like diabetes and high blood pressure, than nutrition and exercise (23%). &lt;p&gt;This most recent round of funding appears to have greater flexibility on how institutions can use the funds. With these new campus health funds available, colleges and universities are anxious to access and understand how to use them. As the government works to finalize application and distribution, we&#39;ve done our homework on what you need to know.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1.&amp;nbsp;&amp;nbsp;&amp;nbsp; Who can apply for HEERF II funds?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Institutions of Higher Education (IHEs) and post-secondary vocational institutions (i.e., community colleges and vocational schools) found in the &lt;a href=&quot;https://www2.ed.gov/about/offices/list/ope/314a1allocationtableheerfii.pdf&quot;&gt;funding allocation table&lt;/a&gt; may apply for these funds. Unlike with the CARES Act funding, online-only institutions may also apply. As with the original CARES Act HEERF funding, institutions with higher numbers of full-time Pell Grant recipients will receive priority. &lt;/p&gt;
&lt;p&gt;IHEs who received funding in the original CARES Act do not need to reapply. As of January 15, supplemental funds were automatically distributed &lt;a href=&quot;https://www2.ed.gov/about/offices/list/ope/314a1allocationtableheerfii.pdf&quot;&gt;according to the allocation table&lt;/a&gt;. The Project Director identified in the institution&#39;s current Grant Award Notification (GAN) should receive an email detailing the additional funds. However, grantees who have not completed quarterly and/or annual reporting requirements may see a delay in receiving funds until those requirements are met. &lt;/p&gt;
&lt;p&gt;Institutions who received only the Student Aid Portion under the CARES Act may complete a new application for the Institutional Portion only. Such institutions will receive a supplemental Student Aid Portion similar to those who initially received funding for both portions. &lt;/p&gt;
&lt;p&gt;Proprietary institutions have a separate application, listed on the &lt;a href=&quot;https://www2.ed.gov/about/offices/list/ope/crrsaa.html&quot;&gt;Department of Education website.&lt;/a&gt; &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.&amp;nbsp;&amp;nbsp;&amp;nbsp; What can the funds be used for on campus?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The funds&#39; goal is to defray additional expenses incurred by the institution due to the COVID-19 pandemic. Funding in the Institutional Aid Portion may cover:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;Lost revenue or reimbursement of already incurred expenses&lt;/li&gt;
    &lt;li&gt;Tech costs associated with the transition to distance learning&lt;/li&gt;
    &lt;li&gt;PPE, sanitization and other protective measures to ensure campus safety&lt;/li&gt;
    &lt;li&gt;Faculty training&lt;/li&gt;
    &lt;li&gt;Payroll&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;As with the original CARES Act funding, the CRRSAA funds have a Student Aid Portion to provide financial aid grants to students, but this new iteration adds students enrolled in distance learning to this group. The Act also included more specifics on what &quot;financial aid&quot; can contain. Financial aid can include help with:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;Cost of attendance&lt;/li&gt;
    &lt;li&gt;Food and housing&lt;/li&gt;
    &lt;li&gt;Health Care (including mental health care)&lt;/li&gt;
    &lt;li&gt;Childcare&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;In a change from previous stipulations, students who are not eligible for financial aid due to reasons such as academic performance or loan default can receive grants through CRRSAA funding. &lt;/p&gt;
&lt;p&gt;Lastly, CRRSAA funds can be used to support activities &lt;a href=&quot;https://fas.org/sgp/crs/misc/R43351.pdf&quot;&gt;authorized by the Higher Education Act&lt;/a&gt; related to the coronavirus. This opens up additional spaces for institutions applying as they may use provisions from the 1965 act and its eight provisions to justify need. &lt;/p&gt;
&lt;p&gt;Additionally, any funds remaining from CARES Act Institutional Portion funding may now be used for any activities outlined in the updated CRRSAA. &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3.&amp;nbsp;&amp;nbsp;&amp;nbsp; Where is the application available?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Information on the application is available now and can be found on the &lt;a href=&quot;https://www2.ed.gov/about/offices/list/ope/crrsaa.html&quot;&gt;Department of Education website here&lt;/a&gt;. There are separate applications for the Student Aid and Institutional Portions and a separate Proprietary Institution application. &lt;/p&gt;
&lt;p&gt;Applicants &lt;strong&gt;must apply within 90 days&lt;/strong&gt; of application opening to be considered. The application opened on January 15, meaning &lt;strong&gt;all applicants have until April 15&lt;/strong&gt; to complete their submissions. Once the 90-day window has closed, all remaining funds not committed will be reallocated to the current grantees. No application extensions will be granted. &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4.&amp;nbsp;&amp;nbsp;&amp;nbsp; Are there any restrictions on the funds?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Yes, the majority of IHE applicants must still reserve &quot;the same amount&quot; of funds it received from CARES Act funding for emergency financial aid grants to students.* &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Currently, all HEERF funds must be used by September 30, 2022. &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The majority of new restrictions apply to the Student Aid Portion:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;IHEs paying excise tax based on investment income under IRC 4968 will have its allocation reduced by 50%, and all funds must be used for student emergency financial aid grants**&lt;/li&gt;
    &lt;li&gt;IHEs may not condition student grant funding on &quot;continued or future enrollment in the institution&quot;&lt;/li&gt;
    &lt;li&gt;Student grants may not be used to &quot;satisfy a student&#39;s outstanding balance&quot; unless a student has given their written consent&lt;/li&gt;
    &lt;li&gt;IHEs may not condition a grant on the stipulation that a student gives their written consent to use a grant to satisfy their balance&lt;/li&gt;
    &lt;li&gt;Grantees are &quot;under an obligation to minimize time&quot; between receiving Student Aid Portion funds and distributing them to students &amp;ndash; the Department of Education will review those who have not distributed funds within 15 days of receiving&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;* &lt;strong&gt;Note&lt;/strong&gt; that the 50% rule (requiring 50% of all funds received to go to student emergency grants) is no longer in place but has been changed to be the same monetary amount as previous funding rather than a percentage of the new funding.&lt;/p&gt;
&lt;p&gt;**This restriction can be waived by the Secretary under special circumstances, such as when taxable assets are unable to be liquified to defray costs.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;5.&amp;nbsp;&amp;nbsp;&amp;nbsp; Where can I go for more information?&lt;/strong&gt;&lt;/p&gt;

The Department also released its own FAQ, addressing common questions and concerns around the new funding, &lt;a href=&quot;https://www2.ed.gov/about/offices/list/ope/faqsfora1crrsaaheerfii.pdf&quot;&gt;which can be accessed here&lt;/a&gt;. Additionally, the Department released a Fact Sheet detailing the &lt;a href=&quot;https://www2.ed.gov/about/offices/list/ope/factsheetheerfii.pdf&quot;&gt;differences between HEERF and HEERF II here&lt;/a&gt;. &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Is it retirement Groundhog Day?&lt;/strong&gt; Less than a month after publicly disclosing its purchase of Mass Mutual&amp;rsquo;s retirement services, Empower Retirement announced its intent to purchase Fifth Third Bank&amp;rsquo;s retirement recordkeeping business. The deal has been agreed to in principal and is expected to close in December 2020, pending regulatory approval.&lt;/p&gt;
&lt;p&gt;Fifth Third&amp;rsquo;s decision to exit the recordkeeping business comes as no surprise. Over the past several years, the industry has witnessed a number of banks exiting the business altogether including Huntington, Wells Fargo, and PNC.&lt;/p&gt;
&lt;p&gt;This is effectively Fifth Third&amp;rsquo;s second but more permanent exit from the business. In the mid-2000&amp;rsquo;s, Fifth Third outsourced its retirement recordkeeping business primarily to Fascorp, a division of Empower, but maintained service through a 5/3-branded product. In this most recent move, Fifth Third is exiting altogether. Others who have followed Fifth Third&amp;rsquo;s initial move include American Funds and JP Morgan middle-market and, most recently, Nationwide and Vanguard. All of these have soft-exited the retirement recordkeeping business in favor of a strategy of recordkeeping consolidation while maintaining a branded product.&lt;/p&gt;

    <description>&lt;p&gt;Consolidation in the 401(k) recordkeeping space continued following the Labor Day holiday weekend. On Tuesday, September 8, 2020, Empower Retirement announced a definitive agreement to purchase the retirement plan business of MassMutual. Empower stated in its press release that the transaction, pending regulatory approval, is expected to close by the end of 2020. The entire enterprise will be branded &amp;ldquo;Empower Retirement.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;As independent advisors, HORAN sees this transaction as continued consolidation in a retirement industry working diligently to maintain competitive services commensurate with efficiency in pricing. The investment in technology to enhance end-user experiences by some providers continues to outpace the investment by others. The consolidation of these two formidable providers is expected to take place over an 18-month period. Empower has successfully integrated its services with others in the past, notably when Great West, Putnam and JP Morgan came together and rebranded as Empower Retirement.&lt;/p&gt;
&lt;p&gt;While some providers such as Fidelity continue to focus on organic growth, this represents the third major consolidation of recordkeepers in the past two years. In 2019 we witnessed Newport Group acquiring PNC&amp;rsquo;s then-dedicated retirement platform and Principal Financial&amp;rsquo;s subsequent acquisition of the Wells Fargo retirement business.&lt;/p&gt;
